    Repro:
    1) Create adjustment layer
    2) Add adjustment layer to timeline
    3) Add effects (3 way color corrector and levels)
    4) Drag adjustment layer from timeline to adjustment layers bin
    5) Double click the adjustment layer — notice all of the effects are in place
    6) Drag the adjustment layer to a new sequence
    7) Double click the adjustment layer

    Result:
    No effects are present on the adjustment layer that was added to the sequence

    Intended result:
    If you change the effects on the original adjustment layer inside of the bin, those changes are reflected on all sequences where the adjustment layer has been added. Currently, I would have to copy and paste the adjustment layer from one sequence to all the remaining sequences, and any changes would have to be made one-by-one. What am I missing here?

    I’ve never known adjustment layers to be global in PPro. Yes, they can behave that way in PS and AI but not in PPro.

    You can save multiple effects as a single preset though. I know that’s not exactly what you’re looking for as you’d still have to add a new adjustment layer each time, but at least you’d have a record of what effects were applied in what order and to what degree and that seems to be part of what you’re looking for.
