    Someone told me it was possible to save an premiere project in a way that it would keep only the video used in the sequence allowing you to “lighten the load” of the project so that one can, for example, take send the project to someone else with just the essential. Is this truly possible? Does Premiere have such a feature?

    yes. Go to project -> project manager. There there you can select included sequences for the new project and some other thinngs (copy all original media used or copy trimmed media with handle length). It is very simple and self explaining.
