Not sure about encore but AME downloads as a package with one of the other apps. It should be sitting in your applications folder.

Encore’s end-of-life, I believe.

AME comes with Premiere Pro.
Encore I believe is at the end of it’s development. Not a whole lot going on beyond what they already have in the app in terms of DVD and BluRay production.

Just install the CS6 version, and it should work just fine.
EDIT:
I take that back. Even if Encore CS6 is installed, it doesn’t show up in Dynamic Link like it used to. That definitely needs to be addressed by Adobe. -
