I have used, with great success, the strobe light video effect, with the exception of one instance and I am looking for a solution to the riddle.

On the video side of the timeline, I have two slides and a video clip. On the audio side, I have natural sound, narration, and music.

The video clip is reflected lighted shimmering. I have made color correction on both slides and the video clip. One of the slides, I want to strobe. I can make it a white flash (the background of the strobe) for the entire shot or I can see the slide for the entire shot. I cannot make the slide strobe, no matter how I change the parameters within the strobe light setting.

I have tried moving the slide that I want from the lowest, to the middle, to the highest position on the timeline and this seems to have no effect. I have tried replacing the slide and starting fresh.

Any suggestions? I would really appreciate it.
