    I am not sure but i looks like alternating clips every frame.
    Put the beginning of clip B on the end of clip A, cut every (so) frame(s).
    Trow every other section of the top clip away.
    Select the top clips and drop them on the bottom clip.

    I think the original effect was created by a plugin called FX Factory which runs in After Effects.
