  You need to buy Forge Freeform, then follow the COW tutorial that generated that image.

  You might be able to do it with Zaxwerks Invigorator.

  There’s no other way to do it in AE.

  Unless you try to use multiple applications of the CC cylinder effect, lined up so that the image seems to flow from one to the other and the rest of the cylinder is masked out. But don’t ask me to come up with detailed instructions, as I’m not that much of a masochist. 🙂
