I’d agree with Jon on this.
CS4 has some additional features, but then it really requires a beefier system to run as well. Even CS3 runs better on a system that can utilize more than 2.5 GB of RAM, which Windows XP (or any 32 bit operating system in existence today) can’t do.
CS4 has its oddities. The Media Encoder is now a separate app, but it’s not been very fast in my experience. Photoshop takes better advantage of Open GL display card torque…but PPro doesn’t really do anything more with Open GL than it ever did. After Effects and Photoshop can handle 3d objects…but it isn’t able to parse many of the 3d objects that I have…and Photoshop does only rudimentary lighting…and AE does none.
CS4 has run dependably for me under most circumstances. I happen to like the Photoshop graphic treatments of 3d objects…pencil drawing lines, etc. I like the Media Encoder being able to be used as a standalone application, being able to load files for conversion without PPro being open is nice. I like the Photoshop Doc importer in PPro CS4…more flexible. The very Vegas-like Media Browser is a handy way to view files and directories. Soundbooth took some major leaps forward.
…the list goes on. There are lots of changes, but as Jon said, a system that is running well and doing everything you need it to…it’s hard to justify change for the sake of itself.
