  My stills do not export at HD 16:9 but to 720X480 ???

  I am editing in HD 16:9 but when I export a still in BMP or Gif it exports into my bin as 720X480 even when my options are set at 16:9.

  Very interesting!
  Just tried exporting a .bmp from an HDV project and the dimensions are the same as the source 1440×1080 and 1.333 par..at least that is what Premiere says. Photoshop does not see the 1.333 par, just square pixels, so everything is squished, but in Premiere all is normal.
  I assume your project is SD widescreen. If your still is for use in your Premiere project, the resulting video will be widescreen. But if you want the still for say a DVD label, then you will have to stretch the still horizontally by 133%.

  Thanks for the response. This is my first project in HD and I believe that I did capture the video in HDV. When I go to export the frame from the sequence this is what the settings say:

  Video Settings
  Compressor: None
  Frame size: 720h 480v (1.200)
  Pixel Aspect Ratio: D1/DV NTSC Widescreen 16:9 (1.2)
  Fields: No Fields (Progressive Scan)

  When I import the still back into my sequence in my program monitor in Premiere the still is shrunk back on the sides as if it is 720X486? Is it possible I captured in DV?

  What are the Properties of your captured video? What are your Project settings?

  When you export a BMP, you need to click on settings (and in the video tab choose 1280×720 (or 1920×1080) and change the PAR to square pixels.
