    What is the simplest, easiest way, once I import an audio track, to make little markers in the video timeline that say “girl gets kissed” frame, “guy jumps in car” frame, so that later when I edit in the clips I know where I want them in the timeline?
    Is there a titling effect or editors notes?

    While previewing your video from the timeline, use the * key on the numerical keypad to set timeline markers. You can double click each marker and add comments.

    I was hoping it would be more visual like appear in one of the spare video track timelines so I can quickly grab a clip, and scan the timeline and insert it.
