Bluring effect?
Is it possible to put a bluring effect on a moving object in Adobe Premiere Pro 1.5?
I am looking for the same kind of effect the use on TV to censor things.

Mosaic in combination with a track matte.

Or use a 16-point garbage matte on a blurred (or mosaic applied) copy of the same clip. Put it on the next higher track.

You will some type of motion tracking and masks. That would be an After Effect type of project.
If it’s a really short sequence, you could use the circle effect and animate it manually (sorry only a circle shape available here.)
To do this you can use the original clip, but I would duplicate it to avoid issues later down the road:
Duplicate the footage you want to apply blur to, and place it above the original (in sync).
Apply Gaussian blur to the duplicated footage, and give it the amount of blur you want.
Then apply the circle effect to the duplicated footage. Change the blending mode to stencil alpha.
Then keyframe the positions and radius to follow the action. You can also play with feather to get the desired effect.
You could also use the garbage matte to a duplicated clip, blur it and animate either 4,8, or 16 points, but that will be much more time consuming.
