Advice for a Newcomer!

I hope I’m asking a question that has already been mentioned on this forum. My apologies if this is the case. I am trying to get into video editing. I have completed some small projects, but realise that my current PC isn’t sufficient for the work that I would like to do. I have a couple of questions:
(i) Which is best for running Adobe Premiere Pro – AMD or Intel, and why?
(ii) Below is the spec that I had come up with – does anyone think this is sufficient – would you recommend and changes?

(iii) Would a MAC perform better than a PC with video editing?
