  time code within premiere?

  I know there is probably a simple answer to this but… how do I get time code to play inside the video window?

  Timecode is displayed in the clip window as a clip is played.

  If you want to superimpose timecode on a clip, then the best way is to use DVdate from https://dve.teletex.ru/en/dvrecdate.shtml. Try before buy shows how it works.
