I feel like an idiot asking this question but I’m still learning PPro 1.5…

Can I create a dissolve between 2 video clips (Ctrl-D), one on video track 1, the other on video track 2? Or do they need to be on the same track?

They do not need to be on the same track for transitions. Putting the transition on the end of the top clip will transition between the two. I sort of looks like the old A/B editing when you do that, except that there is no transition track.

Okay, how would I do this so it looks the same as if they were on the same track? The reason I’m doing this is to keep separate tracks of video and graphics but transition between the two.

another solution I just realized I could do is to razor the last part of a clip or the first part of the other clip and move it up or down a track then do the transition.

Just try it. You will see for yourself. It looks the same as doing it on one track. There may be some transitions that look different, but I don’t know of any.
