  Animated Circle with streaks

  I haven’t used AE in a while now and Im totally rusty.
  I’m trying to recreate something like this:

  

  I’ve tried to create a circle stroke, add some glow, and have an optical flare moving around but is not as organis.
  Can anyone break it down for me please?

  That’s really nice and I think you’re probably doing it the way I would.

  To create that more wobbly feel, you could try adding a wave warp or similar distortion to an adjustment layer.
