making a sliding light effect
Can anyone tell me how to do the light effect at the beginning of this video?

My guess would be that the on/off effect for the lights has been achieved with a mosaic tile effect (that matches the position of the lamps) over moving black and white vertical stripes that are about 5 lamps widths each. The result thereof can be used as a track matte for a copy of the lamps layer where the lamps are on. So you would have the lamps off in the lower layer, lamps on in the layer above and the moving stripes through static mosaic tiles as the track matte for the top layer. Do this horizontally in a separate comp and bring in the comp to size and rotate in the main comp. If you make the comp precisely 10 or 20 lamps wide, you can use motion tile to extend it as necessary.
