Has anyone found a solution to Adobe’s lack of backwards compatiblity?
I tried using this ‘downgrader’ tool, but it does not seem to work.

It might be too late, but what I recommend is to Export the project as “Final Cut Pro XML” … do this on any Adobe save (you can record a macro that you can bind to a keystroke combination that will do both). I use this method A LOT from Adobe Pr to DaVinci Resolve since I work mostly in DR.
There are a couple of Adobe “Downgrader” tool you can use directly online like:
Premiere Pro Downgrader (downgrader.elements.tv)
Joshcluderay.com has a Premiere downgrader also.
Alternatively you can use Notepad++ and edit the .prproj files look for the “Project Version=“ and change the value to a lower version.

From which version to which version are you trying to downgrade?
