  30.32 fps recorded video, with no luck modifying footage.

  I am editing a podcast interview, and also creating video promotional content. The client’s videos keep getting recorded at 30.32fps on a Mac, and it doesn’t matter what I do, I cannot get the footage to modify to 30/29.97 or even 24 without stuttering. I’ve tried time interpolation to optical flow, I’ve tried modifying the footage, I’ve tried time remapping, I’ve tried converting the file in AME. Nothing will allow me to get the footage to a FPS I can work with to keep the conversation and audio in sync. The stuttering is still happening. What am I missing?

  You need to convert the footage from variable framerate to constant framerate.

  AME wont do this for you, Handbrake (or Shutter Encoder) will.
