  Ring of random sized dots

  I try to make something similar to picture below.
  I can easily draw these circles in vector software and import to AE, but point is to make it directly in AE, to have control of certain effects.
  So far I managed achieve similar effect using Repeater, but I can’t figure out how to make random size on circles.

  Without doing it manually, you will need to look at something like Cloners + Effectors from AEScripts or you could make this in Cinema 4D.
