  how can i create an effect like this?(face motion in a pictue, mouth sync, blink etc.

  how can I create an effect like this? The lip sinc entirely moving even cheeks, the eyes blink and some times the face even turn a little bit, and all from a static image. I have seen tutorials about lip sinc but none was like that.
