    That just looks like regular hand drawn and painted animation to me, could be wrong though

    It’s hand drawn animation. It’s a specialized skill that you won’t pick up with a tutorial.

    Cell animation, old school. You can replicate this to some extent by creating a looping texture for the drawing of the flower, precomp and then using deformation tools (Mesh Warp, Bezier Warp, Liquify and so on) to animated the move
