  How to do this effect?

  Hello there!

  Can somebody help me with some suggestions on how to get this effect

  of dots and lines in After Effects? I was thinking about the plugin ”Connect Layers”. or is there

  an easier way to achieve this effect? And how to get the out of focus effects?
