I have a layer selected. I have the Selection Tool activated. I try to move the layer in the comp window, but instead of an arrow, I have a crosshair, and I start drawing a mask. The mask is applied to the comp itself, not a layer. Once I have “drawn” this mask, I can move the layers at will, but I have to expand the mask to the entire comp in order to access the layers.

I know that I must have made some change to make this happen but I have not been able to find the toggle.

    Your advice is most appreciated.

Sounds suspiciously like a program error. Does the problem persist if you close and open the program?

Not only did I close, restart, re-open AE, but I tried two different versions of AE with the same result.

Ok, it must be the region of interest tool then. The icon between the comp resolution and toggle transparency grid. Turn that off.
