    Quite easily – a background layer with Noise/Grain (animated) applied to it. A logo in front with the same noise applied to it, maybe with a slight bevel, lit from the bottom, and a glow applied to the logo, tweaked to be squeezed in from the edges.

    To add a little bit of detail to what Joe recommended:

    Using layer styles for the glow and bevel for the logo will probably be more efficient than using effects, since it’s easy to get layer styles on one layer to interact with the underlying composite.
