  Creating a Panning Blur?

  I’ve been trying to create an animation in AE that has a block of text that is partially blurry and this blur shifts to the right and as it does, it block of text becomes clear and easy to read. Kind of like how this is here: https://www.ms-gateway.com/understanding-ms/ms-simulator-53.htm (the Optic Neuritis feature) Does anyone know how to do this? Is the best way to do this with layer masks? Thanks so much!

  Quickest way is probably add an adjustment layer above text with fast blur effect. Add a mask with feathering to fade it out a bit – then scale adjustment layer to fit and animate its position to reveal.
