What is the key command for adding and deleting frames in the timeline?

You can’t add or delete frames from the comp length without going to the comp settings and changing the comp length there.
You can’t add or delete frames from a layer, but you can trim a layer’s start or end point by going to the new start end point and hitting alt-{ or alt-].
