When you shift parent you probably have seen the layer will jump to the parent layer’s position. Alt+Parent moves takes it’s original coordinates(250,250) and moves the layer to the those coordinates based on the parent layer’s position. So where ever the parent layer is, that becomes 0,0 for the child layer.
