  broadcast safe filter not working for below 0 IRE?

  hello

  im working on Sony MPEG IMX footage in PAL-SD.

  when i apply BCAST Safe filter the blacks below 0 IRE (in blues on this particular shot) DONT get clipped.
  when i put this shot in 1080i sequence just to test, they get clipped (mostly)
  when i put this shot in FCP7, broadcast safe filter, especially its RGB Limiting, clips those below 0 IRE blues.

  is there something im doing wrong?
