Can I change a “Project” framerate or resolution after setting it up?
I’ve got a “Project” (I still want to call it a sequence) that for some reason thinks it is 23.98. But I want to change it to be 29.97. Is this possible? I click on project properties and it just takes me to the list of projects window. What if I also wanted to change the resolution after the fact too? From something like 1080P to 720P?

Nope, no way to change project frame rate after it’s created. I guess too many things are linked to frame rate to be easily changeable. It’s same in Motion. Anyway you can of course create new project with different frame rate and copy-paste all the clips from another project to that. There might be some odd behavior but should work quite well with simple projects
Projects resolution you can change. Just go to projects properties and change it.

How about creating a new project of the desired rate and size. Then copy and paste all clips from one project to the other?

An interesting workflow ploy for any renegades determined to make FCP X work the way they might actually want it to is to use Compound Clip’s as sequences … Opt G to create New Compound Clips, name them as wanted (and maybe also add a “Sequence” keyword). Now you have sequences that live in / are accessed from the Event Library.
