  I have long been looking for the tutorial, how to make particles like video below, but it was unsuccessful,was trying create by myself again unsuccessful, can someone can help me create they or make a Adobe After Effects CS6 64bit template? Please.

  The easiest way is to find and use the overlay with floating particles. Here’s an example
