  Create Solid blur

  How can I accomplish a blur on a solid similar to this video below. I don’t want the blur to cover the whole video.

  Create an adjustment layer, mask it(I would feather the mask vertically, maybe 60 pixels-play around with that), and add a directional blur_notice it only blur is at 90 degrees only.
