  A Certain Effect

  ok well i am just starting out in after effects and i need to know if there is an effect in it similar to the picture shown. the effect shown in the picture was done with Adobe Photoshop CS2, the effect is called Cutout. Now I am trying to apply this to a video so i need to know if there is an effect as such. Thank you

  Despite the distinct lack of picture I think I can help you. A guy called Pete Warden has created a free(!) set of plugins for After Effects. One of the plugins in the set basically does in AE what cutout does in Photoshop.
