  I have what I hope is such an easy question that I can not find it in a forum, not something that can

  a) select the effect’s keyframes, copy, then select the other layer and paste, or
  b) select the effect, then animation>save animation preset, then select the other layer(s) then select animation>apply animation preset.

  There should be more on presets in the help/manual.
