I’m looking for this effect, I think that’s a kind of particle/fluid simulation, but I cannot figure out a way to achieve it…

You’d need Particular — several instances thereof — to get anywhere near that in After Effects. Although I suspect that effect has been generated programmatically, perhaps with Processing.
