  How to do this effect/animation?

  Hi, all. How can I do this effect/animation in Photoshop or after effects maybe or similar software?
  Its a moving light glow effect from candy crush soda game that happens as move suggestion.
  Would be nice if you could give me some tips.

  I can pay you also for this effect or small tutorial as long as price is reasonable.
  I found image sheet of their particles, the assets of that effect should be in here. I looked at it but still not sure how they do it.

  Please upload another file in video format as webm format isn’t accessible somehow

  Just click on image (disk with cow) and it will download to your pc, extract zip with winrar or similar and you can play it with windows player or similar.
