  “Glow”and/or “Fog” effect in my picture/scene?

  This is going to be for a scene I drew, scanned and colored in photoshop (unfortunately I don’t have the picture with me). As part of my picture I have these stones that are shaped like stone hedges. The middle of stone, has ancient symbols I drew from hand.
  My question is using photoshop, how can I make those ancient symbols have some sort of a glow effect? The symbols will be colored in a light blue, but how can I make it glow (or how can I make it look like it’s glowing)?
  One last question is how can I add some sort of “fog” like effect to my low part of the picture? I have this rainforest theme to my picture, and was wondering how can I add some “fog” effect surrounding the tree’s and water?
