  How is this technique acheived?

  I was wondering if someone could take a look at this tee, https://casualty.bigcartel.com/product/downfall does anyone know how to get this kind of effect? Is it scanned in then pen tooled over? I’m looking for a kind of distressed look from photos. Thanks.
