    Set a keyframe at the beginning of the layer. Set a keyframe at the end of the layer. Select both keyframes. Go to Window ->Wiggler->and select the frequency and magnitude.

    If you have the Pro version, you can use Vector Paint to trace over the image, then check the jitter checkbox (I think) to make the strokes jitter. I’m not sure of the exact word. 🙂

    I think that’s the effect you want.
