    Hey there Cow. I am looking to create an animation in which tiny creatures split off from each other as in the video game located here: https://youtu.be/NBIEvBe3RAQ?t=4m18s

    The characters should cluster together and multiply like the above cartoon, but stick together in a cluster instead of forming one big blob, kind of like this: https://www.youtube.com/watch?v=740WVh9r3tM

    I am looking for a strictly 2d feel to this, no 3d required. I will separately animate the little characters blinking, making faces, etc as separate elements, but I need to create the initial splitting/sprouting effect. Any help is appreciated!

    A 2d animation could be done using shape layers, Mesh Distortion and Find Edges.

    you can also use the pathfinder properties of the shape tool,
    using merge and round corner you can get something like this :
