  Moving photos across the screen—poor quality

  Hope someone has a solution for this.
  I am moving static photos across the screen. When I scrub across the timeline, they are perfectly clear, but when I render the promo at even the highest resolution, the photos are blurry and tear a bit at the edges.
  They don’t get clear until the motion stops. Then they are as clear as the original.
  I’ve tried the sharpen filter, deinterlace, and a couple of others…same results.
  Anyone know of a trick to stop the blur and tear on render?
