  MAC applications cannot be opened

  My Powerbook G4 recently crashed and now my printer, safari, and other installed applications will not open. We have checked Disk Utility and it did not help. For example, we recently installed Quickbooks and entered information but now the application will not open. What needs to be done? We have tried to open various applications in Applications folder, on the desktop, and on the tool bar.

  OS X version 10.3.9
  Processor 1.67 GHz
  Memory 512 MB DDR SDRAM
