Is there a gradient effect in After Effects?
similar to that of the photoshop gradient effect “foreground to transparent”, which is used to blend in hard edges with the background?

There are several ways to create gradients (such as the Ramp effect and 4-Color Gradient effect). But the rest of your question confuses me. What is it exactly that you’re trying to do? Your description makes it sound like you’re trying to feather a mask or matte.

Well I’m trying to blend in the background to the image I’m moving inside it, sort of like 4:45 in this video

What the person is doing in the Photoshop tutorial is using a gradient fill on a layer mask to create a gradually changing transparency value from top to bottom on an edge of a layer. In After Effects, there are many ways to accomplish the same thing.
If you’re just fading in the top edge, like in the video, then you can use the Linear Wipe effect, as shown in the video linked to from the bottom of this page.
There are many more general ways, such as feathering a mask and painting or applying gradient effects to a track matte layer.
