Can someone tell me how I can add an effect to a video track without effecting all the tracks underneath. For example, I have my video on v1, and a graphic on v2. I want to use a motion blur on the graphic, but when i add it to the graphic, it also blurs my video. Is there any way to work around this?

Sounds like you are using it as filler and that’ll affect everything under it. You are best of rendering a quicktime out of AE with motion blur turned on. You can step into the graphic and apply it, depending on what motion blur you are using, you can select alpha only. Still, AE is yer buddy.
