    You don’t HAVE to use Particular. I’ve used CC Particle world to do the exact same thing (cept mine were steam like trails).

    Set the particles to be soft spheres and set them pretty dense and to not have a lot of speed so they generally come out of the emitter and stay where they were born. However it said on the trapcode sight he set the physics to sync to the camera move. Which is certainly simple enough to do, just gotta tweak a bit.

    In this case, he motiontracked the LED keychains they used when shooting. Then applied that tracking data to the emitter. You can do this with CC Particle world with just copy and paste or pickwhip. Then add a glow to the partical layer and set the color to blues.
