September 1, 2016 at 10:36 pmSelect the whole track where the split will take place first, then set cursor where you want to split. (I’m not at my computer, but think this is the way I’ve done it.)

September 2, 2016 at 3:13 amIt looks like you are trying to edit at the sub-frame level which is impossible. There is nothing shorter than 1 frame.
Make sure that you have Options | Quantize to Frames Alt+F8 enabled at all times when editing video. Otherwise you may encounter this sub-frame problem.
