  How can I make this weird 3D effect?

  Hi, I have been playing around with sony vegas lately and I’ve grown a huge interest towards glitch art and all sorts of weird stuff. I was wondering if it is possible to pull off this sort of 3D effect in vegas easily. I have tried to google this but I really don’t the name of the effect if there even is one for this so my attempts in that have been a bit unsuccesful. So I want to ask if anyone of you knows if it’s possible to pull off something like this in vegas. Or can this be done in after effects or something if not in vegas. Thanks!

  A similar type of look from the “Light Rays” special effect in Sony Vegas – set to high sensitivity and high strength, then move the light source point. Not exactly the same but close enough to start working on the effect you want.
