    how do I tell vegas where in the frame is the spot I want blurred. I have identified that it is moving but I don’t know how to identify the position. I suppose there there should be a grid somewhere or do I somehow create the spot by changing the cursor to identify the spot? I uploaded a portion of the video in a previous question.

    The pixelation slider is blinking Horizontal or vertical I can change that so what do I do to execute whatever it wants done? I have no idea what the size means

    Probably one of the easiest ways to ‘blur a spot’ is to place acopy of the clip on track 1 & 2 (or 4 & 5) You get the idea, one on top of the other. Then apply gaussian blur to the second one. Then use cookie cutter to ‘open a wuindow’ through the first one so that the spot (sizable with cookie cutter)is blurred. Then use key frames to animate the ‘spot’ as needed.
