    I apologize if this is a thing that can’t be done, but I’m trying to make essentially a black bar that has the ‘always on top’ property, and can be dragged and resized for the purposes of putting over a video file while I watch it, to obscure things.

    I was told by a guy on a forum that such a thing can be done with Vegas or Premiere… but he didn’t elaborate.

    Can any function of vegas make something like this? O.o

    To get something on top of something else you put that on a track that is above track where you have the stuff you want covered.

    To get a black bar you can create a solid color event and use a crop or a mask to get the size and shape of bar you want. If you use crop then set the stretch to fill frame setting of No.

    If you want the bar to move around the screen you can keyframe the movement.
