I have a small AMR audio file from a phone that I would like to use some of the audio. Rather that purchasing a converter program for minimal usage I thought I would ask is there any other alternative to doing this. If necessary I could always revert to one of these programs that can record what you hear playing on the PC.

    Thanks in advance

Vegas itself can record audio. If you set up an audio track on the timeline, you will find an icon on the far left of the track controls that is “arm for record” and next to it is a “record input” control. I have not used this for a long time, but I’m pretty sure it will record whatever source is selected in Windows for recording.

Thanks for that reminder. It works well. The only downside that I can see is if you wanted to record a long clip as that its done in real time.

    Thanks in advance

There are many free audio file converters. This one, https://www.nch.com.au/switch/index.html, will convert from .amr files to .wav files, which should do what you want.
