I wouldn’t recommend putting the lights on top of the camera as it might give too much of a spotlight effect or possibly causing the talent to squint if they are looking right into the camera.
The normal setup is to place the strongest light (the key light) to either side of the camera (some prefer right others left), then the shadows are filled in with a weaker light coming from the other direction. A keylight can be light from a window while the fill light is artificial, (making sure to match color temperatures as best you can on the artificial light)
My only suggestion is to try for a more dramatic difference between the two shots, one just seems wider than the other as you describe it. You see lots of interviews with the second camera being almost a half profile shot to give you more of the “fly on the wall” observing effect, say 45 degrees to the subject.
Fill light can also just be a reflector, not an actual light.

Yes, there are many ways to convert 1080p video to 720p. You might check out MPEG Streamclip for a free solution but many editing systems have this function built into their export or “share” options…so nothing to worry about

Good call Brad! I have to agree with you, renting a quality L lens is a great way to access lenses for your project that are just out of reach to own (until you do!)

If you’re going to be relatively close to your subjects just rent the canon 50mm 1.4, it’s cheap and great quality

Hmmm, I’m going to take a shot here and say that the lights in the marque and in the billboard just up the street are illuminated with daylight temperature light fixtures – so I’d be looking at white balance and trying different settings.

I am ninety percent sure it is related to the lighting in the room, probably fluorescent, and the interaction between the cycle rate of your local power supply and the shutter speed. There have been several discussions of this on this forum that you should be able to easily find.
The issue in your particular clip is pretty subtle actually, I’ve seen much worse video clips here and elsewhere with ugly orange/brown or yellow bars crawling up the walls.
