    You can’t do it in AE alone. AE has no interactivity functionality.

    Sounds like a job for Flash.

    If you’re on CS4 or an older version of AE, you can’t use MPEG footage. I refer you to

    Dave’s Stock Answer #1:

    If the footage you imported into AE is any kind of the following — footage in an HDV acquisition codec, MPEG1, MPEG2, AVCHD, mp4, mts, m2t, H.261 or H.264 — you need to convert it to a different codec.

    These kinds of footage use temporal, or interframe compression. They have keyframes at regular intervals, containing complete frame information. However, the frames in between do NOT have complete information. Interframe codecs toss out duplicated information.

    In order to maintain peak rendering efficiency, AE needs complete information for each and every frame. But because these kinds of footage contain only partial information, AE freaks out, resulting in a wide variety of problems.

    I never cease to be amazed by range and depth of the toolset in AE, nor by the ingenuity of its users.
    I had been thinking along the lines of Procedural Matte Creation, and had fooled around with a combination of techniques on the shot, but came up short.

    And with high number of Roto Masks you’ll need, and the complexity of their animated shapes, you might find it faster to just paint out the specks, frame by frame.

    The only time I’ve encountered it is when working on a project with a dual display setup of differing resolutions, the panels enlarged to fit the larger, having then ported the project over to a single monitor system of lower res.

    Try momentarily switching your Mac’s Display resolution to something really low. You should then see the bottom of the panels. Drag them in and up so they’re small. Switch your resolution back to what it was, then drag the panels back to taste.
